The County Mental Retardation program is required to follow the eligibility criteria for mental retardation services as established by the State Office of Mental Retardation and outlined in Mental Retardation Bulletin, No. 4210-02-05, titled Clarifying Eligibility for Mental Retardation Services and Supports.
Statement of Policy
“The essential feature of mental retardation is significantly sub-average general intellectual functioning that is accompanied by significant limitations in adaptive functioning in at least two of the following skill areas: communication, self-care, home living, social/interpersonal skills, use of community resources, self-direction, functional academic skills, work, leisure, health and safety. The onset must occur before the individual’s 22nd birthday.”
The determination of eligibility is based on a review of standardized psychological testing, standardized adaptive functioning scores and developmental information.
